Special Education in Early Childhood

Young children with disabilities, developmental delays and special needs have the right to special services and support under the federal Individuals with Disabilities Education Act (IDEA).

IDEA guarantees a free and appropriate public education (FAPE) for eligible students in the least restrictive environment (LRE) possible. Federal funding under IDEA provides more than 7.5 million children nationally with early intervention, special education and related services.

Early Intervention

Children under age 3 who have a disability or developmental physical, cognitive, communication, social-emotional, and/or adaptive delays receive early intervention services under IDEA Part C.

In New York, early intervention services are coordinated through the state Department of Health or, in New York City, the city’s Department of Health and Mental Hygiene.
