Overall, researchers found that differences in Pre-K for All implementation have more to with the program oversight and resources than with the socio economic makeup of the neighborhoods in which program are located. The findings suggest that the goal of uniform quality could be accomplished by pollinating approaches across the system while allowing program providers to adapt early education to the specific needs of the children and diverse communities they serve.
