Description:

The NYC Department of Health & Mental Hygiene is a world renowned agency recognized for its innovative and groundbreaking work protecting and promoting health in the nation‘s most culturally and linguistically diverse city.

The Bureau of Child Care ensures that child care services in New York City operate in compliance with the New York City Health Code and New York State Social Service regulations, and are licensed or permitted as required by law. The Bureau routinely monitors child care centers, home-based child care programs, after-school programs and summer camps to protect the health and safety of children while in the child care environment. To assist parents in making informed child care decisions, the Health Department launched NYC Child Care Connect, an online portal that includes a child care center directory and a free messaging service that parents and caregivers can sign up for to receive notifications. The Bureau seeks to hire a Director of Training and Child Care Communications to serve on its senior leadership team.

Responsibilities:

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

  • Develop training content and compliance documents about NYC Health Code Regulations, NYS Social Service Law and Bureau policies and procedures to ensure the understanding and consistent application of regulatory requirements for employee populations and child care providers.
  • Work with the Bureau of Child Care leadership team, administrators in Environmental Health and the Communications team to plan, implement and launch periodic communications about NYC Health Code Regulations, NYS Social Service Law and Bureau policies and procedures to target populations.
  • Conduct web-based and instructor-led trainings that integrate the training content and support compliance.
  • Track outcome performance and develop evidence-based policies and initiatives to improve and expand access to high quality services which support early childhood health, development and school readiness.
  • Research compliance risks and programmatic trends and align them to training requirements.
  • Represent the agency at professional conferences and stakeholder meetings with other government agencies and community organizations to further the Bureau's agenda.
  • Draft media releases and general responses to media inquiries.
  • Prepare written reports, briefs and presentations, coordinate project timelines, and manage special projects as assigned by the Assistant Commissioner.

Qualifications:

Minimum Qualification Requirements 

  1.  A master's degree from an accredited college with a major in early childhood education and five (5) years of full-time paid experience as the director of a school devoted largely or exclusively to nursery and/or kindergarten groups and which employs at least two licensed teachers of early childhood education, or with equivalent experience in a consultative capacity. The education background must include at least 30 semester hours in approved educational courses, of which 12 semester hours must have been in supervised student practice teaching in a nursery school, a kindergarten or in the primary grades; or
  2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college with a major in early childhood education. 

 
Preferred Skills 

  • Extensive knowledge of city, state and federal child care regulations and the child care operational landscape;
  • Excellent strategic planning skills with the ability to set priorities and identify/utilize synergies among groups or resources;
  • Demonstrated ability to establish productive and collaborative relationships with an interdisciplinary workforce, subject matter experts and community partners;
  • Established track record of developing training content;
  • Strong presentation skills;
  • Highly proficient in Microsoft Office products, especially PowerPoint;
  • A self-motivated, creative thinker who can pioneer innovative solutions to intricate problems.
