Description:

The Early Head Start and Family Child Care partnership program provides high quality full-day home-based child care services to children ages 6 weeks to 4 years of age.   Following Early Head Start & ACS Early Learn program standards, the program will provide comprehensive early childhood care and education, including health, nutrition, and mental health services.  This program is funded through an Early Head Start federal grant and ACS Early Learn contract, and relies on deep collaboration between University Settlement and a large Brooklyn-based organization’s Family Childcare Network.  

Responsibilities:

  • Assume a leading role in the start up of a new Early Head Start-Family Childcare collaboration program
  • Hire all staff needed to execute the program
  • Support senior management to identify and secure a location and all equipment for the program
  • Coordinate and supervise the work of the staff in developing and maintaining a high quality program in child development, health, nutrition, social services and parent involvement to meet the fullest needs of the families served
  • Report to the Senior Program Director on the program’s progress in meeting HS performance standards and the program’s accomplishment of programmatic and fiscal goals
  • Participate in the development and oversight of the program’s budget development, grant application, progress reports, enrollment and Program Information Report to the Office of Head Start
  • Ensure adherence to the program’s planning calendar to ensure to ensure the program is in compliance with yearly requirements for ongoing monitoring, self assessment, program plans, community assessment, etc
  • Plan and evaluate all program components with input from staff, parents, and settlement’s management and develop and monitor the implementation of correction actions
  • Lead collaboration and partnership with Family Child Care provider agency to develop quality services to enrolled families and one cohesive staff
  • Provide direct supervision to the program’s management and administrative staff, as well as review work of all other staff.
  • Oversee development of a program of on-going training and staff development with the assistance of other management staff
  • Oversee the development of the program’s intake and case management with the assistance of other management staff
  • Oversee the integration of new families into the University Settlement EHS Policy Council Provide reporting and direct feedback with funding agencies and outside early childhood specialists as needed for program management and enhancement
  • Maintain direct and open communication with families
  • Other program-wide responsibilities as needed

Qualifications:

  • Masters in Education, Social Work, Developmental Psychology, Special Education or related field with specialization in infant/toddler development 
  • Four to five years experience working with families and children prenatal to three years of age with at least 2-3 years of supervisory experience
  • Bilingual English/Cantonese, English/Mandarin or English/Spanish preferred
